פותח בעקבות הכרזה על סגירת הדייג לגמרי בראש הנקרה תוך מתן תירוצים של שמירה על הים ושכך זה ברחבי העולם.
אז לידיעתכם , בארה"ב כאשר מכריזים על שמורת טבע , ברירת המחדל היא לאפשר דייג פנאי ( סעיף 922.42 לחוק שמורות הטבע ) אלא אם הוגדר אחרת.
